There is no public API, no SDK, no sandbox and no partner programme. This page says so rather than leaving the question open.
Not built yet
Nothing here is available. The platform has an internal API that its own dashboard uses; it is not public, not documented and not stable, and building against it is not supported. There is no developer portal and none is being offered.

A public API
A documented, versioned surface with its own authentication — separate from the internal one the dashboard uses.
Applications by other people
The platform is built so an application is a manifest plus a module. Opening that to anyone outside is a much larger question than the technical one.
Documentation
None of the above is worth anything undocumented. Reference material arrives with the capability, not before it.
No partner programme
CleverHive has no partners, no resellers and no integration partners. If a page anywhere on this site suggested otherwise it would be inventing relationships that do not exist.
